Homes converting into hostels

As a resident, how well do you know if homes in the neighbourhood are being converted to hostels legally or not? Here are a few rules set by MBSJ.

  • House owners that are planning to convert into hostel must acquire approval from authorities and consent from neighbours from (1) Right, (1) Left, (1) Back and (3) Houses in front. Source: Section 4.1.10 (page 10). Overcrowding for commercial purposes, such as turning residential units into hostels, is an infringement of the Town and Country Planning Act 1976 and The National Land Code 1965. Under the Act, the owner would be liable to a fine of RM500,000, a jail term or forfeiture of land, as the real intent was to use the premises as a commercial business.
  • House owners must display a list of tenants’ vehicles on any part of the building to avoid the problem of vehicle obstruction in front of neighbouring premises.
  • A double storey terrace house can only have maximum of (4) four rooms and (10) people. 
  • Renovation shall be made accordance to Section 4.1 (page 8) and Uniform Building By-laws 1984
  • No residential house is allowed to be converted into dorms
